Mastery Capes provide an Operate function by right clicking it and selecting Operate which will give you the option to teleport to the Prestiger Guild.
Prestiger and Master Prestige Capes provide the same function as the Mastery Capes except they also have a Features function which allows you to toggle Ring of Life effect and Swap Spellbook.
